People, Citizens, Civilians はいずれも「人々」を表す単語です。資格試験でのライティングやオピニオンエッセイでも最もよく使われる単語の１つですが、使い分けが複雑なため、英語便の添削ではよく誤用が見られます。以下それぞれの単語と意味と使い方について解説します。
People、Citizens、Civiliansの意味
まず、それぞれの単語の意味を確認しましょう。
People – 人類、一般用語としての人々、特定のクループや、国、民族に属する全員
Citizens – (出生または帰化により市民権をもつ)国民、 人民
Civilians – 民間人（軍隊、警察、消防士などではない人々）

エッセイでの使用例
では、実際に、エッセイではどう使われているかを問題と解答例を使ってみてみましょう
| (問題1) Do you think internet shopping will increase in the future? |
（解答例）I think internet shopping will increase in the future for the following three reasons: first, in the future, people will continue to find it easier to buy something online and arrange for it to be delivered to their home ～
上記のように、国や団体に関連しない内容、また、民間人と役人という区別が必要ないシーンでは、一般的な人々を指すpeopleを使うのが適切です。
| （問題２）Do you think that, due to the decreasing birth-rate, more non-Japanese people should be able to reside permanently in Japan in the future? |
（解答例）Whether or not we change the law to allow more people to become citizens of Japan is another matter, but we certainly need to allow more people to reside and work in Japan in order to help our society.
広義の「人々」という場面ではpeople、”citizens of Japan” という部分では「日本に市民権のある人々」という意味でcitizensを使っています。
上記のように、人口問題やその国の市民権を持つ人を対象とする問題について論じるときは、peopleより、citizensを使うことで意味が明確になります。

(問題３）Some countries have compulsory military service. Do you think that Japanese society would benefit from the introduction of a military service for everyone once they reach the age of 18?

（解答例）Most people at the age of 18 are immature and many think that national service in the military for a short period of time would greatly benefit them when they return to civilian life after their national service is over.
はじめの”most people ～” という部分では「一般の人々」を指しているのでpeopleを使うのが適切です。後半で使われている”civilian life” は複合名詞です。（兵役に対して）「民間人の生活」と意味するためにcivilianが使われています。
はじめに述べたように、civiliansは民間人（軍隊、警察、消防士などではない人々）という意味ですが、資格試験などのエッセイにおいては、戦争、基地問題などにおいて軍隊(military)と民間人（non-military)という対比のために、civiliansが使われるケースが最も多いのではないかと思います。
ご参考までに、もう１つciviliansを使った例文をご紹介します。
The protection of civilians during armed conflict is a cornerstone of international humanitarian law.
Private citizensとは？
英語便メンバーからよくあるもう１つのご質問に、”Private citizens”と”Civilians”の違いがあります。和英辞書で「民間人」と引くと、Private Citizens、Civiliansが両方表記されているケースがよくあります。
Civiliansは上記で説明したとおりです。Private citizensの用法は、コンテキストによりますが、広く使われいている定義は”Private citizen = A citizen who doesn’t hold any public office.” つまり 「公務員（政治家）ではない人」という意味です。
Civilians が、military vs non-militaryの区別によく使われるのに対して、Private citizensは立場や役職を分けるためによく使われていると言えると思います。もちろん２つの単語の意味は重なるところがあります。
